Fake water for flower arrangements?

I just put a silk flower arrangement together in a vase and added that fake water stuff. It says it will harden in 24-48 hours but by now shouldn%26#039;t it at least be getting thicker? it has been 6 hours. It says to use it in 65-74 degree temps so I am at 70. I know i mixed it right.
